What would you suggest is the best idea if I want to have a parallel version of my Sustentator blog in English. Just create a whole new wordpress installation and handle both blogs or is there a better way to do multilanguage?

glad to see you here.
If you are going to manually write in English (which I recommend against automatic translation plugins), then it is best to do it in a new WP install like http://en. It is good to feed the search engines and have a English speaking community around the blog.
